Buttons unprogrammed - Yes. Have to reprogram them by hand - NO! When you log into the game, the very first thing you see in the chat window is the message of the day. It explains the button thing but badly. Exit the game. Go to your EQ folder. Rename the files _61.opt to _43.opt. I'm pretty sure about the numbers. I might have them reversed. Check the message of the day.

Another change...I'm relatively new so this might be standard operating procedure with the patching process. The log file naming has changed so it is now "eqlog_43_char name.txt" instead of "eqlog_61_char name.txt" on my system. If you are using a log parser to track your progress you should be aware of this. You can use notepad or some other text editor to append the files if you would like. Dyrk mentioned renaming your log file before going in. I don't know about you but I rarely read FAQs and notes :-P

Heads up! Logging in today after the patch, all my buttons were unprogrammed and I had to reset them up. Luckily I'm pretty low level and I just don't have that many buttons. Other people were yelling about it so it might be a bug related to the last patch. Plan on spending some time resetting them.
